Second, there are people who like playing with the systems of games they find it fun to tinker. Even if the person using a computer right next to me has dev mode or cheats on it does not change anything for me. Wizard just looped for the 23432456th time, however my game is exactly how it normally is. Whatever the hell anyone does in their game has no effect on my game or experiance. All multiplayer is local and I think its safe to assume this is how it will be.

If dev mode is available, it lower the percentage of people who experience such things. The kind of experience the player gets from such senarios will affect how he feels about the game and also the feedback. Once in a while, they may find weapons that they previously have avoided is actually pretty decent. When someone starts from a first play through, the player will tend to stick to certain weapons, once in a while going out of their comfort zone to try other weapons. Game gets release, new players, without the dev mode struggle to get all the way to the throne only to get shot down by the insane difficulty curve. The devs get feedback that the difficulty of the throne is not over the top and nerfs it only a little. Now when he plays through and reaches the throne, won't find it too hard.

This is important especially for early access game which require good feedback How a player progresses through from first play. It allows for accurate feedback of the game. I think not having access to dev mode is the way to go.
